regarding the proposed changes, I have the following comments:
1. Any hunter awarded a tag based on their first choice in the ‘second chance allocation’ will forfeit their points, whether or not they decide to claim the tag.
- I do NOT agree with this proposal, especially given the consideration for proposal 2. & 3. below. The effect of implementing proposals 2 & 3 below will be that unclaimed tags (from second allocation first choice) will still be made available which should fulfill the objective of making tag available and increasing hunting opportunities. Additionally, a hunter who applies to second allocation first choice and does not claim, I feel the consequences (points to zero) is an unfair penalty for not claiming (perhaps a more reasonable penalty could be considered such as -1 point). To re-iterate, if a tag is unclaimed in second allocation first choice, along with proposal 2 & 3 being accepted, that tag would still be available for hunting opportunities (so why penalize the person who does not claim).
2. Advance the tag claim deadline of the second chance allocation to be prior to the opening of moose seasons.
- I do agree with this proposal
3. Create a new ‘last chance allocation’ step in the process, where any unclaimed and unawarded moose tags would be made available for purchase by resident hunters.
