We appreciate the opportunity to review Bill 238. As mentioned in the Bill, there are some supporting regulations to come forth in future. We would appreciate a review of these regulations in advance of any approvals at the Provincial level. Specifically, we would appreciate some clarity on the following:
1. Joint Plan-what will be the scope and criteria for municipalities to request and implement a joint plan where two tier governments exist
2. Schedule 2-Community and Social Services-we would appreciate clarity on scope and directives and clarity on programming that could be impacted based on these directives (e.g. could a directive related to homelessness be issued on behalf of the Ministry of Housing via this new legislative avenue??)
3. Program Review-Clarity on scope of criteria for compliance review, expectations of compliance and standards associated with meeting compliance annually.
