Based on research and arguments presented by Dr. Fraser (see reference), I strongly oppose this proposal. The limit of 50 birds per day and the lack of both planned oversight of the program and lack of prior research to support the proposal are most startling to me. Please reject this proposal and fund further research into evidence-informed and properly monitored alternatives.
