Government policies impacting wildlife and the environment must have a sound scientific basis. "Concerns" expressed by the commercial fishing industry and property owners represent hearsay evidence and not science. The Double-crested Cormorant seems to be a handy scapegoat when other factors may be having a more significant impact on fish supplies (e.g. development activity, pesticide runoff, climate change, overfishing). Classifying the cormorant as a "game bird" makes a joke of game bird management. A thorough scientific environmental assessment is required before any policies are adopted on this issue.
