If the soil is decontaminated and the space is safe for adult residents, their pets, and small children to live in then this should be put through.

Noise pollution/regular pollution is a big concern but if the future inhabitants believe it's better than sleeping on the street then it should be pushed through.

I believe it would be better to build elsewhere, that's less of a concern re: contaminated soil, pollution, and noise, but people need housing desperately.

I would also like to suggest the city consider seizing abandoned industrial buildings and turning them into apartment blocks. Brutalist housing is not attractive but it's better than no housing at all.
