Please put all the community voices first- give them the weight they deserve, ahead of lobbyists, developers and politicians. A third party with no ties to any of the above should run consultations in a collaborative timely fashion (ie, not presenting information as fait accomplishing) being fully transparent about the process (ie, this should be evident to anyone reading meeting notes or viewing the process). There should be lots of opportunity for discussion and debate and interested parties should have the opportunity to provide minority reports after decisions are made which, in turn, should be reviewed by the Ontario Ombudsman office. Any claims of wrong doing, illegal email sharing or pressure from lobbyists must be duly noted, reported and prosecuted if necessary.
