This property is located close to a municipal well that supplies drinking water to many residents. To allow construction fill into or close to the large below-water-table lakes/ponds is fraught with risk to the public drinking water supply. Soil regulations and water protections are designed to keep fill away from water that is connected to source water supplies and this proposal appears to be putting construction fill directly into or close to the below-water-table lakes/ponds.
Water is mentioned frequently in Ontario's soil regulations. Ontario regulation 406/19 On site and Excess Soil Management includes soil rules to be followed for testing, transporting and depositing excavated soil. The objective of the soil rules is to keep soil away from water.
At a minimum public consultation is required to relay the risks of this proposal to the municipal drinking water supply. More information is required for public health and safety.
