Thank you for the opportunity to comment on ERO postings # 025-0656, 025-0657, 025-0658, 025-0659, and 025-0660. I am writing on behalf of the Ontario Chamber of Commerce (OCC) and its members to express our support for the government’s proposals to develop transmission capacity across Ontario by declaring the proposed transmission lines as priority projects, and designating Hydro One as the transmitter for these lines.
Ontario stands to benefit significantly from these projects. By enhancing the reliability and capacity of local electricity supply across regions, the proposed transmission lines will be essential for continued economic development and growth. Infrastructure improvements help attract new businesses and investment, support existing industries, and contribute to more vibrant, resilient local economies.
We further support the government’s finding that Hydro One is best situated to undertake the development work for this project. In addition to its experience as the local transmitter across regions, Hydro One has a strong record of partnership with the OCC and its network of 60,000 Ontario businesses. We are confident in Hydro One’s ability to deliver these projects on time and cost-effectively, in collaboration with stakeholders.
Moreover, we are pleased to see that Hydro One has committed to advancing these critical projects in collaboration with local First Nations, who have been offered 50 per cent ownership through its First Nations Equity Partnership Model. This aligns with the OCC’s dedication to inclusive and respectful relationships with Indigenous peoples, ensuring that they share in the economic and social benefits of local development projects.
To strengthen this work, it is imperative that the provincial Crown fulfill its duty to consult obligations with Indigenous communities by ensuring that the transmission build-out is grounded in a rights-based framework. This responsibility arises in respect of any Crown conduct that may potentially adversely impact Aboriginal and treaty rights protected under Section 35 of Canada’s Constitution Act, 1982.
In conclusion, we strongly encourage the Ministry of Energy and Mines to approve the outlined proposals while fully meeting the duty to consult Indigenous communities. We believe an enhanced transmission build-out will bring substantial benefits to businesses and communities throughout Ontario.
