The Municipality of Lakeshore has reviewed the Ministry’s proposal to take action in facilitating the development of a new transmission project that would enhance the electricity system in southwestern Ontario. The Municipality of Lakeshore is in support of the proposed project, deeming it as a priority project with the recommended in-service date of 2032.
Below are some comments for consideration as the project moves forward:
• Community impacts on residents and businesses, and any impact to municipal infrastructure along the selected route will need to be included as part of a formal agreement with the hydro transmitter of the project.
• Review of existing Community Support Agreement (CSA) between the Municipality and Hydro One Networks Incorporated is required to confirm any new impacted communities from proposed project. Where applicable, the original CSA may require an amendment.
• After reviewing IESO’s Windsor-Essex IRRP, dated April 3, 2025, and involvement in discussions with IESO’s regional planning team, the proposed double circuit 230kV transmission line between Lakeshore TS and Lauzon TS is the most suitable option to maintain current growth and accommodate higher industrial growth loads.
• The proposed plan allows for greater potential growth options as the double circuit system will be more reliable and have the necessary flexibility for future load connections along the corridor that benefits the entire region.
• Similarly to the Longwoods to Lakeshore Transmission Line Project, the hydro transmitter for this project is strongly encouraged to conduct a series of technical workshops that involve all stakeholders in the discussion for route selection assessment and scoring criteria. The Municipality of Lakeshore is required to be a part of this technical group.
• The hydro transmitter for the project must consult with all stakeholders including Indigenous communities, conservation authorities, both upper and lower tier levels of municipal government and the necessary federal and provincial agencies during entire process of the project. In addition, other associations and groups will require consultation, such as Ontario Federation of Agriculture (OFA).
• As the project progresses into design and into construction, the hydro transmitter is required to consult with the Municipality with regards to obtaining all required permits and approvals for any proposed works within the municipal right-of-way, including municipal drains that are subject to the Drainage Act.
• Further comments will be provided as the Environmental Assessment (EA) process commences and is initiated by the hydro transmitter.
