There was minimal to no public consultation, ability to read, review reports and the public is not aware of any inspection programs, including frequency and methods of testing employed, procedures for receiving responding and recording public complaints, including any follow up actions taken
It is mentioned that the “...permanent rock check dams in series with the stations surface insulation stone voids and will discharge to perimeter grassed swales and then to the farm field at the southwest of the facility “, my property is nearby the BESS facility site. Will this runoff flow onto my property and Who do I contact in the event of this occurring?
Is there a Contingency and Emergency plan? Nearby residents and farmers have not been informed of any such Plans. Not by the proponent nor the Township Fire Department in the event of a spill from a potential approved stormwater management system or a fire.
In the event of a discharge to nearby properties, there will be a significant threat to our drinking well water as all surrounding residents and farmers are on a well system. What safeguards are in place to prevent this from happening? And again who do we call in such emergency?
Three (3) transformers are already on site, as of Monday, September 15th, 2025. There does not appear to be any temporary stormwater management system in place. It appears that there are no sediment fences nor straw bale float checks installed around the perimeter of the site to contain any runoff so that there is no contamination in the downstream receiver. The actual fence seen appears to be just a normal fence.
What level of treatment is required for the effluent to leave the site?
Will there be any scheduled post rain event testing of any runoff?
As farmers, who do we report to in the event of a spill and/or contamination problem as the monitoring is being done remotely, some 4.5 hours away from the BESS facility site (Dunvegan)? (this was stipulated by North Glengarry BESS Inc. at a first and only known public meeting on April 30, 2025). What is the maintenance and monitoring plan as North Glengarry BESS Inc. (Compass) has stated that all monitoring will be done remotely from Toronto area? How do they monitor the weather conditions (especially Winter weather) up to the minute in Dunvegan when the BESS facility site is being remotely monitored in Toronto 4.5 hours away from Dunvegan.
