To whom it may concern,

I find the proposal to use an MZO to obstruct the construction of neighbouring rental apartments to be a strange use of ministerial discretion to, in effect, reward corporate NIMBYism under the guise of "overlook" and "national security" [1]. While I recognize that vaccine plants such as this one are indeed important for national security, I do not believe that the threat of overlook is nearly as severe as Sanofi claims, and any risk resulting from overlook is easily mitigated. As far as I am aware, vaccine research occurs indoors, such that the prying eyes of would-be spies would have to first develop a way of seeing through walls. If Sanofi is worried about people peeping through windows, another simple solution exists: curtains (or blinds, or drapes, or window film).

In other words, I think the stated rationale behind this MZO is highly suspect and is not the true reason Sanofi are unwilling to host new neighbours. If an MZO is truly needed to preserve the integrity of the Sanofi plant's operations, I would suggest that such a decision only be made after the real reasons behind the MZO are made public, and actual evidence of adverse impacts is produced.
