I would like this proposal to be withdrawn in full.

I am concerned that this proposal has not been published with enough detail to enable sufficient review ini the 45 day period. For example, the text of the proposed materials has not been provided in full other than for the new "Protected Species in Ontario List." How can I, as an Ontarian, comment on the draft documents without being able to read and review them? It is my right to meaningfully participate in review with full access to the documents so I can understand and respond to them appropriately. As I see it, this proposal and process is not in compliance with the EBR.

The government has a responsibility to uphold the public's right to participate in environmentally significant decisions. This proposal is in violation of this responsibility with its exemption of all permits and orders issued under the SCA from the requirements of Part II of the Environmental Bill of Rights. I am disturbed that the Ministry did not mention this proposed amendment to the EBR in their information session on October 28 2025. I am thus skeptical of the Ministery's commitment to good governance and sharing information transparently. This proposed amendment must be withdrawn.

I also disagree with the proposal to remove protection for 64 species of "Special Concern" and 43 federally-designated species at risk. The argument that the federal government is protecting these species is spurious given that this protection relies on the cooperation between federal and provincial governments. The province has a role to play in ensuring an environmentally-friendly future for Ontarians, and is failing in its mission. All proposals to remove protection of species at risk and failing to protect habitats must be removed. In fact, the definition of a "habitat" must be strengthened in order to ensure that there is a robust permitting and registration system.

I strongly recommend that the government repeal Bill 5, repeal these proposals, and present Ontarians with a new and transparent Bill and proposal for how we can support Ontario's economic growth while also protecting Ontarians' futures through sound resource and environmental management. These proposals are extremely short-sighted and will leave Ontario with devastating consequences (preventing any economic future) for decades and generations to come.
