For safety reasons I believe off road infrastructure is the best for cycling (curb separated lanes, paved shoulders, multi-use pathways) for all networks whether local, regional or provincial.
Bicycle parking should be provided at all types of transit stations include GO Stations, LRT stations, bus terminals. To support commuting by bike, all types of buses should be fitted to accommodate transporting bikes - example of this being done effectively is in Vancouver.
Incentive programs would go a long way to encouraging private developers/land owners of retail business, organizations, service sectors to provide cycling facilities and parking beyond what is required in local bylaws.
I believe ALL types of government-owned, publicly accessible facilities should have bike parking no matter what.
