This proposal is regressive and ineffective.
Bike lanes, when planned well, do not worsen traffic; conversely, they relieve traffic congestion by getting more cars off the road. Cyclists deserve safe and convenient lanes to ride in too. The obvious reason for the stupendous traffic jams we have in North America is that only roads were built, so everyone bought cars, and cars take up so much space and are therefore so inefficient for moving large volumes of people through cities. There was a lack of investment in alternative modes of transportation like subways and bike lanes.
Please use urban planning evidence, not ideology, for your laws.
