Preventing municipalities from reducing motor vehicle lanes when installing, implementing or marking new bicycle lanes is absurd. Municipalities know best which transportation modes work best for the municipality - these decisions require local knowledge, and there is no one size fits all solution.
Often replacing motor vehicle lanes with bicycle infrastructure leads to *less* congestion as bikes are much more compact and efficient for transporting large numbers of people through a city. Bikes are also much safer - adding bicycle infrastructure makes both cyclists and pedestrians much safer.
