This not only affects bicycle lanes, but could also affect bus lanes, streetcars, light rail, sidewalks, etc. This extremely disappointing to hear as these are all things that ADD capacity to our roads, and make our cities safer and more pleasant. Prohibiting these is absolutely backwards. Yes, these lane changes don't make sense on every road, that's why municipalities make decisions on a case by case basis, there should not be a sweeping ban on these.

This is absolutely disingenuous. If road capacity and air pollution were truly a concern, people would be prioritized over cars. Cars are among the least space efficient forms of road transport. Having good bus lanes, light rail, street cars, and sidewalks would increase capacity far above a road that only supports cars.
Having more lanes for cars also does not reduce congestion.
