I do not support the proposal outlined in ERO Notice 025-1257, which seeks to consolidate Ontario’s 36 conservation authorities into regional entities. While the stated goal is to improve efficiency, this approach will have serious negative impacts on the Lakehead Region Conservation Authority (LRCA) and the communities it serves, including Thunder Bay.

I cite the following impacts:

1. Loss of Local Knowledge and Responsiveness: LRCA understands the unique environmental conditions of Northwestern Ontario, including Lake Superior’s watershed and local flood-prone areas. Regional consolidation risks decisions being made without this critical local expertise.
2. Increased Flood Risk for Homes and Infrastructure: Thunder Bay has experienced severe flooding events in the past. LRCA’s permitting and hazard management are essential for preventing development in floodplains and protecting residents. Weakening these functions could lead to higher risks and costly damages.
3. Reduced Access to Local Services: Residents currently benefit from LRCA’s education programs, recreational areas, and conservation lands. A regional model may reduce these services or make them less accessible to Thunder Bay residents.
4. Weakened Indigenous and Community Relationships: LRCA has built strong partnerships with Indigenous communities and local stakeholders. Regionalization could erode these relationships and limit meaningful consultation on land and water stewardship.
5. Economic and Environmental Consequences: Conservation lands and programs support tourism, recreation, and quality of life in Thunder Bay. Diminishing LRCA’s role could negatively impact these benefits and undermine climate resilience efforts.

This proposal does not align with principles of sustainable development, local accountability, or climate adaptation.

Furthermore, the proposal to combine LRCA with Lake Huron watersheds does not make sense environmentally, socially, economically, or administratively. These regions have vastly different ecosystems, climate conditions, and community needs. Consolidation will create inefficiencies, dilute accountability, and compromise the ability to address local priorities effectively.

The needs of Northern Ontario are often overlooked in decisions made at Queen’s Park. This proposal is another example of a one-size-fits-all approach that fails to recognize the unique challenges and opportunities in the North.

Instead of dismantling local authorities, the government should focus on strengthening collaboration and resourcing while preserving local expertise.
