Bicycles take up much space per person than private vehicles. Bicycle lanes also provide an option for more people to travel by bicycle (or other mobility devices), reducing the need for driving. So bicycle lanes can be a better solution to congestion than adding more lanes for private vehicles. Cities do not have space for cars to be the main mode of transportation.
In addition, local municipalities are better situated to make decisions about the allocation of space for travel than the provincial government.
