I think Ronald Reagan quite sums this up about the best. "The most terrifying words in the English language are: I'm from the government and I'm here to help". My local conservation authority does an excellent job (ABCA) and I don't believe there is any chance a provincially ran authority will do a better job. In fact zero percent chance. Just because of a few bad apples don't throw out the bunch.
