A careful reading of the Supplemental Document leads me to believe that this initiative has little to do with increasing "efficient Governance" or better delivery of housing development.

It clearly is an Authoritarian power shift solely to the Ministers Office and Provincial Cabinet.

While there may well be a few instances where amalgamation of several very small Conservation areas, such as Kettle and Catfish CAs on Lake Erie's north shore, could theoretically deliver greater efficiency and better level of staffing with enhanced data management expertise, the more likely result will be several years of chaos in staffing responsibilities, and poor delivery of the existing recently truncated CA Mandates.

Examining the very lengthy list of affected Municipalities in just 2 of the proposed amalgamated CAs demonstrates the level of silliness in the proposed mergers.

No Ministerial Office can be expected to address the individual Municipal concerns of such a huge number of Communities as listed for the Superior-Huron CA for example. Not to mention the sheer geographic absurdity of linking the Lakehead Region Conservation Authority with south central Ontario CAs.

The geographic distance between Lakehead Region Conservation Authority, vastly different geology, hydrology, and ecologic settings make the proposal a poorly though out 'paper exercise' with little comprehension of real world conditions.

The underlying animosity to the existence of the CAs demonstrated by the current Ontario Government appears to be a mistaken belief with no supporting data that their existence and local management hinders Provincial housing development starts.

How then is it possible that within the Lakehead Region Conservation Authority limits the City of Thunder Bay is one of the few cities in the Province to meet and indeed exceed! the present housing start targets set by the current Government?

I urge the Government to completely rethink this proposal and consult with all the CAs and ! fully inform all the many hundreds of affected Municipalities of your concerns, any justifications for change and a complete costing of any alternate proposal.

At least think on the cost alone of name changes of all CA Publications, wasted stationary with former labelling and title, fleet identification changes, on site signage changes, etc. etc.

A total waste of tax payers money, and likely diminishment of the existing CA Mandate for apparently pure power consolidation.

Ironic, especially considering the Ontario Government strong criticisms of the current USA. Government.
