The powerful benefits of municipalities include allocating resources efficiently, such as monitoring capacity and funding, thereby improving environmental assessments. Moreover, improving coordination by preserving boundaries of authority and focusing on natural resource management. However, major risks include local environmental challenges and weakening of municipal planning timelines. Additionally, alternative approaches include the maintenance of existing local structures and climate resilience strategies.
