Traffic congestion is decreased and safety for all is increased with protected bicycle lanes, transit lanes , and pedestrian infrastructure. Each of these is safer for all, reduces congestion and pollution, and cheaper to maintain than roads with wide, multiple lanes. Induced demand means that "one more car lane" does not reduce congestion. Rather it draws more cars thereby leading to an increase in congestion.
But induces demand also works for protected bicycle lanes, transit, and pedestrian infrastructure. It is an investment.
