I think the Province has this one right.
If you look at the staff list of any CA you see a top heavy organization, with only about 30% actually in the field doing the grunt work.
If this were a private business it would be bankrupt in short order. No wonder they are behond on applications! Amalgamation like this will fix the backlog, reduce the administrative duplicates and get things done!
Also, I know for a fact that Municipalities are carrying the burden of cost of these top heavy CAs. I hope these changes will reduce some costs for the Municipalities!
Last but not least, I have seen and heard my local CA talking about Karst. I barely knew the word before but now the CA talks about it like the plague. I think they are creating issues like this to justify their own existence, and it holds up development.
