The proposal to amalgamate conservation authorities can lead to more administrative burden and slow down development. There can be the matter of dis-economies of scale as their capacity to connect to smaller developers in rural settings may be caught up in dealing with the scale of urban interests on flood plain development in urban regions.
Flood plains change and can have disastrous impacts on builds and development areas. Monitoring needs to be conducted on the local level, not regional level. Sending staff and resources further out from a home site or making people have to go further or navigate regional connections can slow down the development process.
Conservations should not be regionalized.
