I don't understand how slow turn around times and uniform system between conservation authorities "undermine[s] conservation authorities’ ability to protect communities from floods and natural hazards." This is a key argument made but there is no real facts provided to support this.

I am concerned that the Grand River Conservation Authority, which is a large watershed covering the ever growing cities of Kitchener, Waterloo, Cambridge, and Guelph is being combined with the Lake Erie lowlands which would have different topography, flood risks, etc. I think their concerns are quite different.

It sounds more like Ontario would rather "stream-line" the conservation authorities approvals to prioritize fast turn around overwhelm conservation authorities in an effort to undermine their authority in prioritizing the risks that building around natural hazards has.

And what would come after unifying these regions? Budget cuts? If Ontario can't understand the nuances of watersheds and Conservation Authorities, then how would we rationalizing the combined funding of these 13 new boundaries. Forget shrink-flation of our groceries, we have to also deal with the shrink-flation of our building standards.
