The premise that this will reduce red tape and speed up housing is unfounded. If anything this will lengthen decision times because CAs will be stretched across huge boundaries and authorities from massively different areas will need to manage areas they are not familiar with. The current boundaries are based on watersheds and are not holding up housing. From what I know, conservancies have very quick turnaround times.
