Rivers and the regions they pass through are as different and unique as anything on earth . And rivers change dramatically from headwater to mouth . Likewise , the municipalities they pass through are different from each other and their economies can vary widely in intensity and scope . As well , one municipality may be growing quickly while another is stagnant . It is difficult enough for the Authorities as they stand now to keep their finger on the pulse of a rapidly changing world . To expect a more distant administration to do a better or equivalent job is naive . As well , concentration of decision making is less democratic and prone to more egregious failures than the familiar " boots on the ground " approach . This proposal is ill thought out and should be rejected . It also reeks of a politically motivated concentration of power .
