I'm honestly pretty speechless that this is even proposed. The work that each CA does is so specific to each region. Consolidating this work would make the ability of this one new CA to actually... Do anything... Almost impossible. Time and time again we have seen examples of trying to consolidate many regions into one "headquarters" removes the abilities of employees and volunteers to properly run and manage tasks. An example that immediately comes to mind is Girl Guides of Ontario. The result of consolidating every Ontario region into one large province wide-one turned out to be so bad that the rest of the country was left in smaller, discrete regions with local oversight.
