Keeping green spaces and conservation areas local is the best practice in my experience. It allows a stronger connection of the staff and local community. By moving to larger coverage areas it removes the understanding needs of the local community when it comes to decision making and supporting local activities.
Grouping areas in such a widespread area takes away from local knowledge sharing, support, and programming which makes our area a well used, supported, and loved space by the community. With larger grouping of areas such as the one proposed it takes away from the unique identities of the specific areas. Each space is diverse in its own way and benefits from being managed locally.
