I believe consolidation of the various conservation authorities is an excellent idea. It creates standard policies, standards, fees and technical capabilities. It will hopefully create standard turnaround times also for approvals across all conservation authorities.
The Muncipal governance part has never worked and will never work both in the Conservation authority area nor in County governance. Muncipal leaders have their own skill sets and capabilities and cannot govern conservation entities a task requiringdifferent skill sets. This role should be assigned to the Ministry of the Environment.
Currently there is very little accountability when something is not working or goes wrong. One can only watch Muncipalities, Counties and Conservation Authorities pointing their fingers at each other. As a client this is very frustrating when all three entities are being paid from our taxes and fees.
