I am in support of environmental and fiscal responsibility. I am unsure why streamlining these areas, along with any policies and procedures, cannot happen in the current structure. I am concerned at the level of “distance” that would be between a new “supervisory tier,” municipalities and the conservation authority if the move happens from 36 to 7. As well, the human power to make things happen should not be changing . . . In fact, with further physical distances and the learning of new watersheds and municipality relationships, I can’t image how that can be productive fiscally or environmentally.
I would suggest that an intermediary process is used first - bring the 36 authorities together and streamline the processes now, as if the “regulatory body” exists. Consult with them, plan together with all stakeholders and make actions happen. If change can’t happen in this way successfully, then look at restructuring.
