This is such a bad idea , it is nothing more than a 'costsaving measure'. In other words a way to layoff a load of people.
What is really needed is more investment NOT less.
The people that will remain after the restructuring will be so overworked that it will take a really long time to get anything done unless there are targets set in whi h case everything will get done but only half a job.
Constantly cutting funding, discussed as restructuring always results in poor service. Not the fault of those working in the system but those in governance that only look at ways to cut spending instead of protecting the system and the environment.
