Thank you for the opportunity to comment on ERO number 025-0779 Updates to the Director's Directions: Minimum Requirements for Operational Plans.

My only comment relates to subsection 3.3.1 1. a. which requires a procedure for version control of the operational plans that ensures: a version number and/or revision date is recorded on every page of any uncontrolled copy of the plans.

As item b. of the same subsection allows for: a version number and/or revision date is recorded on or otherwise embedded in every controlled copy of the plans...

...a printed "uncontrolled" copy of a plan that is from an electronic controlled format (such as permitted under b.) that includes only one embedded version number and/or revision date - this would then contravene the requirement of a.

There is a practical reason to have a single version number and/or revision date for the operational plan (or separate operational plan documents) - I've come across "nuisance findings" where a version number and/or revision date has been updated in the OP title and/or revision history table, but not in the header/footer of the document.

Over time, the header/footer version number and/or revision date has been phased out to avoid this issue of forgetting to update multiple sections of the same document. And in its place, page numbering is included - which doesn't require any edits in the footer once set-up properly.

Perhaps:
The existing subsection b. becomes a., and then b is:
uncontrolled copies of the plans must include page numbering that indicates the page number and total number of pages included in the document (i.e. page x of y).
