I do not think you should consolidate conservation authorities. Conservation authorities were created in the wake of a major disaster (Hurricane Hazel, which killed a number of people!) and are critical in preventing another major disaster. They also contribute so much to our quality of life through managing green spaces for recreation. They are experts in their local ecology and consolidating them risks losing some of their detailed local knowledge.
I strongly oppose consolidating or weakening conservation authorities in any way.
