The overall proposal makes sense and is sound however you should create a NW Ontario region that handles from MB border to sault ste marie. The reason is that populations are larger and do require more resources in the SW Ontario region understandably but Thunder Bay and NW Ontario will get neglected as the percentage of services they use based on population will be smaller. Put a CA in Thunder Bay and give them responsibility for the remote areas of NW Ontario to manage so those areas do not get neglected or forgotten. Also with the increase in mining and natural resource harvesting the fed govt is investing in NW Ontario will need more attention to ensure those activities are not affecting CAs. As someone in the CAF I am very familiar with trying to access federal resources from support bases over 800km away from the area they are supposed to support and I can assure you the remote support does not address all issues in an isolated area like Thunder Bay. You will need staff and resources in Thunder Bay otherwise the travel and transportation of people and resources to and from will cost you alot. It makes more sense to have a NW Ontario CA in thunder bay to manage that area vs an busy southern on CA trying to find the time and funds to make their way every once in awhile to T.Bay. Just something to consider.
