The objectives outlined in the ERO posting could be achieved through the existing conservation authority framework. In fact, the Province already holds the legislative authority needed to implement the consistency, transparency, and modernization that it seeks. This could be done through strengthened provincial standards, clear expectations, and targeted modernization.
Services provided by CAs rely on local relationships, local knowledge, and locally responsive
governance. I do not believe amalgamating CAs into seven regional entities is compatible with this service model, which has proven to effective over the past 50+ years. Amalgamation would create unnecessary bureaucracy, impose transition costs, and fragment established relationships with local municipalities, landowners, and partners.
