Boundaries are divided by political boundaries/regions, not watersheds. Conservation and flood management seems to be deprioritized compared to streamlining the development process, which is not a component of conservation authorities.
Flooding monitoring, management, and response seems deprioritized, as there will no longer be a dedicated conservation authority for each watershed.
