I hereby agree with the comments submitted by the Hamilton Conservation Authority. There are alternate ways to make conservation efficient and effective. Bigger isn't better in this case. Blanketing Niagara to Peel under one authority is foolish and will only diminish the specific needs of each bio diverse region.
