This proposed policy is concerning to residents and their respective CA areas for a number of reasons, first and foremost due to the lack of demonstrated need for restructuring of the conservation authorities. This proposed policy poses various risks to local governance and municipal accountability. There would also be significant transition costs related to merging four independent conservation authorities, as well as impacts on staff capacity and service delivery across a region of nearly two million residents. This also poses potential increases in costs to municipalities without demonstrated benefit.
