There must be a mechanism for Regional CA to recognize that Pelee Island and/or other similar watershed "unicorns" or anomalies (as stated by a CA Director) require a different level of service; Regional system must have a mechanism to offer a level of service that is unique and can be developed in response to science-based needs of a particular area;
Consider whether there are other locations within watersheds, such as Pelee Island, which would be best served by unique representation (similar to Minister's Zoning Order);
Pelee Island requires assurance that recent studies completed for Pelee regarding flood elevations and the development of emergency management plan which enable development will be maintained; The recognition of such is critical to the on-going management and growth of Pelee Island;
Each Regional CA should have a division that is familiar with and allocated to anomalies to ensure appropriate services based on needs vs. a province wide interpretation and administration;
Province needs to provide additional base funding to ensure a level playing field with respect to resources (mapping, expertise) for each Regional CA;
Consider using similar model to bring back Natural Heritage functions previously offered by MOU to municipalities;
Take time to develop transition plan based on feedback, including clear communication with both CA's and municipalities throughout the process;
Establishment and prioritization of local priorities must be recognized within Regional system;
Transition cannot interrupt critical infrastructure planning currently underway or moving forward during the transition;
Pelee has the greatest need for service in the core function areas which will not be adequately represented in a system that is based on traditional representation or governance models;
