I think this is a terrible idea. The loss of specialized institutional knowledge will be disastrous. My area (Windsor-Essex) relies on ERCA's expertise to keep us and our property safe. Overconsolidation is a false economy that will leave us unprotected as climate change increases the speed and severity of environmental hazards.
