Terrible idea to amalgamate. Conservation authorities are run by individuals who know these unique areas best. Microclimates and species can differ widely across areas and so it is best to have tailored monitoring by each individual conservation authority, not a blanket watch. Further, keeping things local is part of keeping community, of all forms alive and well.
