The long-established, watershed-based model for Conservation Authorities (CAs) is essential for fulfilling the very mandate of CA's. Rather than set up CAs for failure (which the current proposal will do), the Province should work with existing CAs, municipalities, customers and stakeholders to find additional process improvements and efficiencies within a continued 36 CA framework.
