The reasons for this proposal are motivated by the desire of the provincial government to reduce or eliminate the time required for developers to access land for development that C.A.’s are designed to protect, flood plains, ecologically sensitive areas, wetlands and swamps, woodlands and drinking water sources. That is neither a good or sufficient reason for this proposal.
Such amalgamations often result in less efficiency. more expensive delivery of services, less democratic governance and less local control and response.
The present system of C.A.’s based on single watersheds offers the better system because they are close to the land and water they are responsible for. With amalgamation the administrators and technicians of these giant CA’s will be too far away to know what is going on in their jurisdiction and are less likely to respond to queries and alerts from individuals and farmers.
Because agricultural stewardship actions are so important to the farm community and have often been delivered with help of CA’s we strongly suggest that agricultural stewardship be enshrined in the mandate of CA’s going forward.
