Yes, consolidating would be a good thing to reduce of administrative for the greater region.
Less administrative staff will save a lot of money. As long as this gets passed down to the taxpayers. And developers.
Having one building in the centre of a larger region, selling off of other buildings could fund and update projects needed in the regions.
