The current system of smaller localized conservation authorities allow for experts in specific areas to highlight protection needs and speak to their own region.
If concerns, as given, are that the conservation authorities have different ways of managing their business, then that should be addressed within the bounds of the current system rather than decimating it by grouping huge regions together.
This reads as a play to undermine the strength and authority of conservation authorities in order to push through more development to the detriment of our local ecosystems.
