The document states the main reason for the proposal is : This has led to unpredictable and inconsistent turnaround times for approvals across all conservation authorities.
If that is the worse issue that can be found for implementing a secondary layer of authority on the existing Conservation Authority system, then the change is obviously not necessary but simply an excuse to remove the power of the existing system.
Adding a second layer of "accountability" will impede the REAL work of the Conservation Authorities which is NOT rubber stamping developers plans but managing our water resources, flood management, and contingency planning.
I recommend empowering and training the existing Conservation Authority staff, who are often local people with in-depth knowledge of their area, as opposed to centralized bureaucrats with grand plans and no in-depth knowledge or long-term experience.
