I personally feel this is a horrible idea. Each region covered by one of the 36 different Conservation Authorities has its own problems and issues it needs to manage. By increasing the size that each authority needs to manage, it will reduce the amount of effort and knowledge that the conservation authorities are able to put into the region. The size of the authorities will become too big, and there will be less focus on flood plains.
I understand that this a place where you are trying to 'save money' but this is not something you should cut funding to. This is only going to help developers and not the actual human people who will end up hurt by these decisions.
I implore you to rethink the motion to reduce the number of conservation areas from 36 to 7.
