Hello,
While I understand the sentiment in streamlining the development process, it should not supercede the priorities of a conservation authority. If the intention is as intended, the permitting system should be given a lens instead of merging authorities that are specialized to specific environments unique to the area they supervise.
If the merging is to proceed it should not alter the duties of the local authorities, as those environments are too specific to be redefined under a broad brush. Otherwise it will lead to unintended consequences that not only affect the environment but also create larger costs for homeowners in the long run (such as with increased groundwater loading and flooding).
