I, as a resident of Ontario, have concerns over the changes that the province has made to the Conservation Authority Act.
I wont pretend that I understand everything about this topic, but I do have serious concerns when locally run conservation authorities, that seem to have served us well (by the people, for the people), are now going to fall under more direct control stemming from the province instead of the local municipalities. I have to ask why the provincial government has done this. How are these changes going to make the majority of Ontarians better off?
I'm particularly concerned with some of the powers that have been taken away from the conservation authorities and handed over to the MNR and the Minister, such as:
regulation-making powers now falling solely under the MNR and it's Minister
the reduced definition of what a "watercourse" is
regulated areas around provincially significant wetlands being reduced from 120meters down to 30
the Minister is now the one who can make the regulations that govern the conditions that may be attached to a development permit
restrictions are now in place that restrict the types of conditions that a conservation authority might attach to a development permit
Each of these above things all seem very suspicious to me as to WHY the province wants this authority instead of the conservation authorities to continue dealing with such issues. This just smells of something else that the Ford Conservative government is pushing through that will end up benefiting developers and their wealthy associates, while at the same time...costing the majority of regular people in this province, one way or another,
If I have this completely wrong, then please help me understand why the province has made these changes to the Conservation Authority Act that will help benefit the vast majority of Ontarians.
